I know local councils in Britain are fighting a losing battle to raise funds and keep their powers. However, with everything going on in the world you would hope that my local council here in London, Camden, would have better things to do than start a fight with dog owners.
Yes, there ARE bad dog owners but why try and punish the whole lot of them? It reminds of really bad student/supply teachers at school who decide to collectively punish the whole class instead of sorting out the disruptive individuals causing the problem...100% pure weakness from authority, which nobody respects.
